French debt concern exceeds past crisis peaks as US worries ease, Permutable analysis finds

Permutable's Global Macro Sentiment Indices show France at its most extreme reading since 2015, with higher bond yields producing different responses across major economies

London, LONDON, Oct. 14, 2026 (GLOBE NEWSWIRE) -- Concern about France’s public finances has surpassed the peaks recorded during its 2024 snap election and 2025 government crisis, while U.S. debt sentiment has returned to normal, according to research from market intelligence provider Permutable.

The analysis, using Permutable’s Global Macro Sentiment Indices, raises a question for sovereign-bond investors: whether a French budget agreement can deliver the relief seen after earlier political shocks when rising interest costs continue to constrain deficit reduction.

France’s public-debt sentiment peaked at 6.1 standard deviations above its preceding-year average on Oct. 9 and stood at 5.6 on Oct. 12. Italy recorded the next-highest reading at 2.1, followed by Britain at 1.0.

The scores measure changes in sentiment against each country’s own history, not by their absolute level of debt, creditworthiness or probability of default.

France’s 2024 and 2025 sentiment spikes each subsided within about a month. Permutable’s latest analysis identifies a more persistent source of pressure: rising debt-service costs absorb part of the government’s planned savings, while budget concessions without offsetting measures leave additional borrowing to finance.

“The French reading is now above the peaks seen during the 2024 election and the 2025 government crisis. Both episodes faded within about a month,” said Jack Watson, market analyst at Permutable. “The budget now faces a rising interest bill, which absorbs some of the savings before they can reduce the deficit.”

The international comparison shows that higher borrowing costs have not produced a uniform increase in public-debt concern.

U.S. sentiment returned to its recent norm after an intense episode in August. Its standardized reading fell from 3.9 a month earlier to approximately zero, despite continued pressure from government borrowing and elevated Treasury yields.

Japan’s reading stood at minus 0.6, below its preceding-year norm, despite record long-term bond yields. South Korea recorded the lowest reading in the comparison at minus 0.8 after announcing reduced planned bond issuance and expanded buybacks.

“Japan and South Korea show that higher yields alone do not necessarily lead to sustained debt concern,” Watson said. “In France, we will be watching whether sentiment eases as the budget progresses through parliament, and whether the agreed measures are sufficient to sustain that improvement.”

For institutional investors, the findings provide a historical comparison of fiscal narratives alongside bond yields, issuance plans and official economic data. The French budget process will test whether political agreement is sufficient to ease concern or whether financing pressure keeps it elevated.

Methodology

The analysis uses the public-debt component of Permutable’s Global Macro Sentiment Indices (GMSI), which track economic and policy sentiment across 95 countries, with hourly updates and point-in-time history dating to 2015.

The analysis covers data through Oct. 12, 2026, the last complete day. Each score compares a country’s rolling 30-day sum of directional public-debt sentiment with its preceding 365 days and expresses the result in standard deviations. Calculations use only information available at the time.

Positive readings indicate sentiment pointing toward rising debt, wider deficits or costlier borrowing. Negative readings indicate the reverse relative to the country’s recent history. Spain is included as the G20’s permanent guest.
